Class-II lands may become freehold with one-time fee

PUNE: The state government is expected to come out with an order converting Class-II lands or conditional-ownership lands to freehold lands.
Chandrakant Patil, the state revenue minister, told TOI the government is expected to come out with an order that advocates for a one-time payment for such Class II lands and give the owners complete ownership.

The order, likely to be announced soon after the necessary clearances are obtained, will affect more than one lakh plots that were given by the government to various housing societies and educational institutions. The order is expected to create a win-win situation for both the property holder and the government — the landowners will get complete ownership of plots while the government will be able to fill up its depleting coffers with the one-time fees.

A high-power committee is yet to propose the one-time fee, and once the same is decided, said Patil. “There are several housing societies and educational institutions that have occupancy status. They have constructed buildings, but must follow the government rules for sale, mortgage or any other use. This will change with the one-time payment. We will ensure the amount is minimal,’’ he said.

The state government had earlier cleared amendments to the Maharashtra Land Revenue Code, 1966 that paved the way to granting ownership rights to such plots. A proposal is pending with the government as the new Section 29A will be inserted into the Maharashtra Land Revenue Code, 1966.
